I can certainly see the term being used in a hostile way as well. Cis is always used with the intention of othering the target, so there's no ambiguity for that term.
Most words can be said in a positive or negative way. Nimrod was an erudite scholar, but calling someone Nimrod nowadays will likely get a hostile reaction thanks to Bugs Bunny of all people.
