Do other government policies exist?
Who cares about the other policies, is he fighting against high taxes or social welfares, national debts, foreign military interventions? I guess he supports the constitutional rights every now and then, but he's not opposed to the degenerate shits right? Like the other guy said, his original character description might have been what you described him to be, but as a fictional character, he was never allowed to go against the mainstream liberal narrative of the day.
Your position is that Captain America is an explicit statist who agrees with the government, and who's positions are based on government doctrine. You're ignoring policies because they defeat your point.
No I'm saying captain America is a boomer con that'll support or at least tolerate degeneracies as long as it's about "freedom" (often coincide with popular liberal opinions and liberal policies), whatever moral principles he has are subservient to "the freedom" of the day, whether it's decriminalization of intentional infection of aids, letting homos adopt children, or transitioning children. He's not going to quit after hearing Joe Biden's recent speech about trans children, he's not going to punch tranny man in women's bathroom (in states that explicitly legalized it). He may not agree with late stage abortion, but damn it, he's going to defend your freedom to do so!

What you really have a problem with is Liberalism and Freedom. I'm not surprised that you've done this because it sounds like you are a literal reactionary; which means you don't know what Liberalism as a philosophy is, nor what is being referred to when they speak of "freedom" or "liberty". So you've simply taken up the position that Freedom is bad, that Liberalism is Communism, and that the Left are entirely right about every argument they make, you just need to take the heel position.
If you were actually informed about non-Liberal philosophies, you might actually be able to argue that Liberalism isn't actually very helpful to a society. But of course, making that argument about a character that literally embodies American Liberal revolutionary values is ridiculous (those values are why he's not a statist). It's like arguing Punisher should oppose the death penalty. You don't know what you are talking about: neither from philosophy nor comic books.
