They still chose ideology in both cases. The NVA just didn't like the influence that China had over Cambodia, and decided that the genocide of 1/5th of the population was a good excuse to invade. It caused the Chinese army to shell Hanoi.
That and the fact they actually attacked and massacred villages in Vietnam along the border. That was a weird one as I think the Soviet Union sided with Vietnam but China, America, UK and a bunch of other western powers sided with the active genociders.
But then years later the Rwandan genocide happened which shows how shit the 'international community' is at stopping genocides.

The "International Community" spread Leftism anywhere it could, which is what caused most of these genocides. Including the one in Rawanda.
