They were smart and competent. But not even the most brilliant minds, which they certainly weren't, could make that system work. There is dispute about whether the Holodomor was intentional, but most of the communist famines were not intentional. Some of them were the result of negligence and not caring, like when the USSR was giving grain to its satellites after World War II when a million people starved.
