I don't really pay attention to AAA games but I can't help but notice the number of intentionally ugly women - black women in particular - that are being used in marketing these days.

It's the leftist 'smugly' face. It's everywhere in marketing now. Especially in comic books. I don't know the purpose behind it, but it's everywhere. There's a meme genre about it.
I think female writers think it's strength/empowerment. Because dudes learned long ago this face gets you punched, but .. well equal rights and all that haven't really kicked in yet.
Look up the TMNT 'Arpil O'niel' typo comic book cover. Yah they actually printed it "Arpil'. That's how competent Heather Antos is as an editor. One of the original Smuglies. You'll see the expression on 'Arpil' and recognize it's on so much other shit right now.
