Its implicit, in that all sins can be forgiven, but people's souls should be won regardless of that fact.
If you hate all sinners, good luck winning their souls for God, and good luck with that permanent self-loathing because everyone's a sinner. Sins can be forgiven if they repent, but hell is eternal if you don't care about what happens to people.
It's not implicit, it's made up. You know what Christ's love looked like? Six words.
"Go forth, and sin no more."
good luck winning their souls
See, I'm not trying to. I'm neither a saint nor an exorcist. For those who choose to embrace the satanic ideology of leftism, they're either bound for hell or they'll wake up and repent.
I don't hate all sinners, furthermore. All men and all women are sinners. There is a world of difference between them and the wicked however.
Yes, bravo, you figured out what's already being said here.
"Sin", i.e. sinful conduct, not "sinner", which is a person who sins. You are told to love your enemies in the Bible, and pray for those who persecute you. Anyone, even people you think are the worst kinds of people, can be saved. Its just a matter of them making the choice to be, and yes, repenting.
world of difference between them and the wicked however
To God, sin is sin. Obviously in this world there are people more wicked than others, but sin will make you more and more wicked the more you indulge and sink in it, and any kind of sin will drag you down to hell if you don't repent, regardless if you think you're better than someone else because you aren't a murderer, cheat, fornicator, or thief or whatever.
If they don't repent, its already known what happens to them: They go to hell and suffer for all eternity in the lake of fire.
Hell is far worse than anything on this earth, which is why you shouldn't really want it to happen to your fellow man, but its ultimately their decision.
You are told to love your enemies in the Bible. That doesn't preclude killing them. Nor does it require acceptance of wickedness.
And yes, anyone can be saved. If they choose repentance. But that's between them and God, not between opposing soldiers of the upcoming war.
Loving your enemies means giving them the chance to be shriven before you cut off their head. It doesn't and has never meant not fighting back.
sin is sin
While correct, you're incorrectly equating the human condition of being a sinner with being one of the wicked. That is a protestant heresy that I do not espouse or adhere to.
Love the sinner hate the sin is found nowhere in the Bible. It's postmodernist nonsense invented by a sodomite.

They're not, because they're evil.
