You know, if certain conditions were met, I would agree.
Unfortunately - and this one misses this little nugget off entirely - we can't tell who is a "trans kid" and who's merely going to grow out of it by 20.
This one would surgically disfigure and sterilise whole demographics on the off-chance they saved the one or two that they care about.
How is that not the intent to commit genocide?
~97% of dysphoria cases cure themselves with the antidote known as "time".
So... Roll 1d100. On a 0-3, sterilize them as they wish, remove them from the gene pool and mess up their brains with drugs, and on a 4-99, let time cure things, don't sterilize them, and don't mess up their head with drugs.
Random chance is the most fair way of doing things.
