The naval base was announced in 2020 & has been on hold ever since. Nothing changed in February except the military said it was ok, then kicked it to be ratified by the civilian government that had not been formed yet.

The new civil war that blew up happened because of the two largest power brokers in the country having a falling out. al-Burhan heads the official government, & Dagalo controls the RSF militia that is rising up.
