Ray Epps appears to have ties to the FBI or some form of branch of intelligence within the US. Too many government entities shield him vehemently when they could just as easily prosecute him alongside the rest of the defendents. Especially when his guilt is literally public knowledge and ironclad.

It's not like they couldn't say he copped a plea deal to rat on his buddies and give him a suspended sentence or something.
At least make it look like he wasn't your guy a little bit.
