The document does not say that. It includes those terms as a glossary, but the indicators aren't anything to do with use of those terms except the first one; the indicators are "expresses support for previous violent incels" and "argues in support of incel violence."

However, I'd agree the glossary is misleading due to being incomplete - "red pill" in particular has a second meaning that is fundamentally opposite to the incel mindset (that you have agency over your own sexual attractiveness, and should work to improve yourself to attract a mate).
