Well in your linked example, it’s the city government that’s putting on the event. I’m sure that they don’t want to get sued by angry atheists with nothing better to do, plus with it being Berkeley, I doubt they care much anyway. You can pretty much expect governments from shying away from using the term “Easter” to describe anything for fear of being sued.
