The rigging happened at a distributed, very low level. There was no high-level coordinated effort, there didn't have to be. The coordination happened throughout the whole Trump presidency, when the media brainwashed the public into thinking they were living under some kind of fascism. The result was hundreds of ballot workers in key districts each doing their thing to "save the country" from big bad orange man.
