unless they changed it since the original proposal i read, then it doesn't work like that. the voucher only does funding for instruction. it doesn't provide transportation outside the normal busing area of each school. and we all know laquisha isn't driving 40+ minutes away, each direction, twice a day, to shuttle her 7 bastard spawn.
