Basically sums up the ideologies, too. Conservative ideology acknowledges that people are imperfect, and tries to work that into the system. Progressive ideology assumes that, with the perfect system, they can make people perfect. I hate to be so reductionist, since it sounds like 'my side good, their side bad,' but it really is a key component. Conservatives work within reality, progressives work from an imaginary utopia.
And by 'goes away' you mean, 'we're going to ignore it because, even though we stacked the bodies really high, it didn't work, but we'll get 'em next time!'

Every implementation that does not start this way seems to work towards "village of 100 people" either by killing the population suffering under it in job lots or by the simple expedient of treating most of the population as cattle rather than people.
