That's all "happiness studies are". How happy are you from 1-10. 100% worthless. Or worse, they use metrics like literacy, free healthcare and free education to rank "happy". Ummm lol.
The problem in a lot of western liberal societies is that they are too lenient on drug users. People always cite Portugal as omg drugs are decriminalized so it's lax on drugs but what they don't understand is if you're caught with drugs in Portugal, you're immediately arrested and put into a mandatory addictions reduction program even if you're a tourist. They didn't decriminalize drugs to allow hippies to do drugs. They decriminalized drugs so they could utilize better methods to force people to stop using drugs rather than putting them in prison.
If you want to reduce drug deaths, you need to be tough on reducing drug use. Alternatively, you don't have to care about people who OD on drugs. Who cares? Most importantly would be to tackle the reason why people turn to drugs.
