No, money and power is still the primary explanation. The fundamental issue here is that they don't give a shit about anyone, but the do feel the importance of facilitating a "party boss system" which can be exploited by having multiple, balkanized, language incompatible, ethnic enclaves within a territory; which guarantees that the party boss gets elected forever.

If you pave over the farm land and build apartment complexes, it allows you to reap huge profits from kickbacks from construction, development, and renting.

Then on top of that, the bulldozing of farm land means that you have gained Food Control, which means you can starve political enemies; collapse calories to prevent rebellion, intentionally cause bread riots to destabilize certain rivals, and be seen as a benevolent god among your followers who will kill anyone who threatens you (because without you, there is no food).

This is one of the reasons why Britain is importing hordes of Albanians, and why the government is happy to take on Ukranian refugee, or slews of Polish workers. They don't give a shit about "white people" at all. Instead, they can promote balkanization, which is just another form of population control, which guarantees their own political positions.
