As someone who also gets tired of gratuitous sexiness (to the point I vastly prefer women in armor over the "chainmail bikini" look): If you consider anything in MHA to be "gratuitous", you have far too narrow of standards.

Correct. There is absolutely a lot of fanservice present, and the author has openly admitted as such. But while it is slightly above average amounts of fanservice by anime standards, like you said they are usually pivotal to the plot. Which is far more than can be said of many anime where the women are just there as eye candy.
