I don't know what the legalese is for it, but normally if they call a panel on your ass, you're getting charged. Those are one sided and secret so in any specific case, no one really knows what's going on there.

This case was different, though. The grand jury was assembled just to harass people and make recommendations. When they came back the only charges they could think of were perjury -- presumably for lying to the grand jury lol. They could follow up on that recommendation. (Empanel another jury? lol). But they probably won't because it's not Drumpf or anyone close.
