This speech is not aimed at Russians -

who have seen themselves banned from sporting events/traveling and various other racial punishments.

This was aimed at Biden’s American voters who know nothing of the world and needed distracting from Biden’s corruption with Ukraine and pfizer execs admitting they poisoned pregnant women.
