There's definitely a bit of subtext here folks are missing. The relationship with Russia is not as rosy as it may appear, and Lukashenko has been fending off attempts at annexation for a while now. It's no doubt he's also under increasing pressure to send his own military into Ukraine.

This looks like he expects it to get worse.
