No it didn't. It set one record in the United Femdom in the long dead medium of physical sales and every pro-feminist outlet clickbaited it.
Sales are already down over 60% even in physical copies, because it's shit and only feminist true believers who support Rowling and her pro-murderer cause are buying it. Conveniently, that part isn't so widely reported, and is reported with such copium that "it's still #1" like beating yet another Fortnite skin bundle and the 10 year old Dead Space is an achievement.
Seriously, I checked a UK game store online - Hogwarts is above Elden Ring, which is over a year old, so not even close to new and most people who want it already have it. Then the next item is a kids game based off those weird dolls, then a huge list of old games, including Forza Horizon 5 and the latest FIFA (because if you don't have it by now, you're never going to buy it).
It's not a best seller, it was an overly hyped piece of junk that people got conned into buying by political controversy. It had one good week of sad fantasists buying it and benefited greatly from the lack of other titles to compete.
Atomic Heart will pass it in the sales chart this week on the Microsoft Store, providing it doesn't turn out to be utter shit - unless Game Pass availability hurts sales a lot.

In the UK, they sold more irrelevant dead versions of HL than total sales of, say, GTA Vice City or Kingdom Hearts? Then it went on to become the most concurrently viewed game in Twitch history, as well as the number one AND number two game on Steam for the week ending yesterday (up from #2 and #4 last week, so I am not sure where you're getting your numbers). Sorry, dude, but it's absolutely fair to say that it set records, and to enjoy the abject humiliation.

Well, she is literally from there and the UK is known as TERF Island for a reason. That's not what the record is - it's most sales in the first week, not longevity or total sales. Sales numbers are already falling, which is definitely good news. The previous holder was already a Harry Potter game, from a shitty movie tie-in, so it shows the taste in games UK people have.
I wouldn't say you can extrapolate what happened there to say it's a success - digital sales could have been poor, #1 with zero competition is not that impressive, as much as they like to pretend. Steam charts will only be relevant when something else of note launches, otherwise the only true competition is the various PC long-term chart holders like Euro Truck Simulator and other overrated garbage.

It probably isn't when accounting for digital sales, I'd guess the actual answer to that question is a FIFA title from whatever year it sold the most. That game is practically a religion in England, most young people wouldn't want to know you if you didn't play it.
