For a short time between discouraging/punishing it and now we chose to not care, and this weakness was noticed and exploited. Now we encourage/reward it, and what you encourage/reward you get more of; so we will get more of it until we discourage/punish it.
If that happens the rate will probably never drop to zero because nature isn't binary. But it will drop if it is discouraged/punished.
Does it matter why it happens? The question is: when it happens, do you encourage it or discourage it?
