I see it going the other way. The villain having a silent EV sneaking up on people and never running out of energy while the protag keeps needing to stop to refill.
The EV will never break down no matter how much abuse you put on it, and the protag finally escapes when they steal the EV from the villain.
Bonus points for the last scene being the protag in the EV looking in the rear view...camera at the villain tryin to catch up and then turning the camera off. Cue camera pan to the protag for a smile and wide shot of the front of the car for marketing.
