As soon as America and the west prods them into trying to take Crimea.

People joke about the Russian "red lines" but as soon as the bridge bombing happened the Russians knocked out like 50-70% of the Ukies infrastructure. This war has become existential for Russia and once we push over something we shouldn't we'll be officially at war with the Russians and if we're not radioactive vapour the draft is not far behind.
