'They could be exploited by autocracies like Russia to decrease the level of trust in those institutions and organisations.'

Oh no! People may not completely trust the institutions that govern this "democratic" society, and that lack of trust might be exploited by autocrats! We demand that you trust our institutions or be labeled foreign subversives!
