I think it's worse. I think there is part of this, but that these people are also corporate pets. I think that they are grooming a population of "useless eaters" that will walk into the crematoria when asked because they are quite literally cattle.

Not to mention, yes, the bureaucratic middle-managerial class is totally unsustainable when there's no real economy for them to actually engage with.
