I don't think it's bad conceptually, but it's disgusting. It's like broken output from StableDiffusion. Art shouldn't give the viewer weird inhuman vibes unless that's intentional. I appreciate creativity, but someone trying to create something of historical significance for the public should have looked at their plaster model and gone back to the drawing board.

Well that's a given. Sadly most of us expect nothing but that from any American city these days.
