Canada has not just removed self defence as much as possible, but active speech laws, targeting bank accounts of dissidents, pushing euthanasia as hard as possible and going as far as targeting religious institutions for not spreading their propaganda
In terms of ratings, Canada is number 1 due to the measures being enacted, the fact that even AFTER lockdowns the current government still has power after an election and that it seems the damage done already maybe past the point of being reversible.
UK speech laws are far worse than Canada's. Both UK and Australian gun laws are far worse than Canada's. Australia was far more draconian than Canada on covid.
The government control over the population is also very thin outside of major cities.

I need to elaborate, ever since 2021 to even a bit before, the authorities in the UK have lost nearly ALL influence and authority. The lockdowns, any attempt at mandates failed because people just stopped giving a fuck and did what they wanted, the authorities had to catch up and pretend it was their idea to stop to not seem even weaker. So they are losing legitimacy, FAST. It would actually gain legitimacy defaulting back to an absolute monarchy, that's how big the growing power vacuum in the UK is.
The reason I put Canada as number one over police state Australia and New Zealand is they have euthanasia ads encouraging it. No other commonwealth state is at the point of advertising to their population 'you're a burden, thought about killing yourself?'. That pushes them over the mark.
