They cook the books in a hundred or a thousand different ways now, and the end result is a rubric that accomplishes two goals:

maximize hate crime designations for white offenders and non-white victims
minimize hate-crime designations for non-white offenders and white victims

Intent is either ignored or manufactured, depending entirely on which better fulfills the goals stated above.
