Edit - actually reading that story, it seems like complete nonsense. It's literally: no one in the entire Russian military is competent, is capable, and had no desire to wage war. Also, most if not all the Russians died.

They weren't in the military, they were Interior Ministry employees. They threw in just all kind of troops (including private militias of Kadyrov and Prigozhin) already on day 1. For example the mentioned infiltrators in civilian clothes were from the SVR (foreign intelligence service), they were later exchanged for some Azov guys.
But, you were planning on invading Ukraine.
Some dude in Sweden embassy was certainly not aware of the plan, just as like all their grunts and even most of officers.
