Finland's entire defense budget is mere $2 billion, not enough for buying weapons.
April 5, 2022. Finland’s five-party government agreed to add more than 2 billion euros ($2.2 billion) in defense spending after its neighbor Russia launched an invasion of Ukraine. The one-time boost in expenditure represents about a 70% increase from the Nordic country’s regular 2022 military budget of about 2.8 billion euros.
Visegrad24 tweeted on September 5 that Finland will raise its military spending by 20% in 2023, increasing it to 2.25% of GDP.
Looks like Finland is going to be substantially raising its defense budget, and its purchases from Raytheon can be spread out over multiple years. Finland can afford it.

That's about double Ukraine's pre-war budget.
I guess that means the NYPD could win a war against Russia.
