He was probably just forced to steal the luggage to pay for food, what with the difficult economy that's all Putin and Trump's fault (while simultaneously being an awesome economy thanks to Biden).

I'm sure it wasn't some weird fetish or anything. This guy is a Top Man in the federal government. They vet people very thoroughly for those sort of important leadership positions.
