I'm sorry, but there's a point where you're just pushing for outrage. The physiognomy of the cartoons here is not really indicative of other races because they are so freakishly distorted that they don't look like normal humans.
That's the real difference, and it's not really a surprise. All of the good characters look like fairly well-formed, aesthetically normal characters. All of the evil people look like monstrosities... because they kind of are monsters.
But lets say there is a french bad guy. Okay, great. The evil haughty french villain is enough of a trope that it shouldn't be taken as a condemnation of frenchmen as a whole. Same with Americans making sophisticated, intellectual, evil brits.
