Honestly, my libertarian solution is that the government should exist on it's back. Literally, it assembles, it doesn't have a permanent capital.

To be honest, the English parliamentary system actually understands that parliament is not a permanent force, but has to be summoned by the king.

Work off of that tradition, and have a few dozen cities where the government parliament can form, and they can form in different places annually. This makes it incredibly difficult for a "Westminster bubble" to form.
