They absolutely have the authority. If alimony and child support are backed by government threats, then government controls marriage and can define it how they want.

I'm not sure you want to let states control marriage. It would get very ridiculous, very quickly.
I can already imagine NY under women's control passing a bill that says a woman can marry a man without his consent.
Sucks for them better move out of NY
