I think a white person doing sign language is better.. just saying. A white person doing sign language, its easier to distinguish details of the hands to figure out the sign. Mostly the different shadows from lighting. While a black person, its harder to see what their fingers are doing because the shadows blend.
I remember thinking something similar the other day when I saw a black female officer directing traffic. She wasn't wearing those white gloves either, since these days nobody wants to correctly wear uniforms or hats or do anything proper. It was extremely difficult to see which direction see was pointing from a distance.
