I think it's more saying that disagreeing with the regime can cause violence against the regime (and regime protected classes) even if the person disagreeing with the regime did not call for violence. This is literally marketing to label dissidents as terrorists. The term was introduced maybe a few months ago and is now appearing everywhere in regime media and is being used by regime supporters.
