Turkey might try to drag things out and ask for more concessions, but if it does, it risks pissing off the rest of NATO and getting pressured to follow through.
They took a vote to approve in NATO in June. The only part left is ratification, which is the local legislatures approving it. In Turkey, the same party controls both, so there isn't any real prospect of the legislature not obeying Erdogan.
