I'm always willing to believe bureaucrats are incredibly incompetent. But I am going to say that shit looks amateur as fuck, maybe suspiciously so. Most places usually at least have a standard template with a header to start from, but maybe some dumb groomer intern made it without even knowing the basic procedures.
