Aren't most big targets in PGO large landmarks where random people constantly hang out anyway? So unless you show up at 3am alone there are other people around. And then you can decide for yourself if you want to join a group of other PGO players if you head to another landmark.
And of course Niantic is pushing social features. If you are part of the local group of players you will form light friendships which will keep you playing for longer compared when you only play alone. That's the entire business model of the game.
