Elon is just whining because he wants more government money.

The problem with Elon is that he wanted to use Starlink as virtue signal marketing for Ukraine, acting like he was saving the world, and then when all the other government contractors focused on profit and not virtue signaling, Elon got mad because Starlink wasn't getting as much subsidies as other companies. So he had a little tantrum on twitter.

You can't have it both ways, Elon. Either you're a pig at the trough like everyone else, or you're the messiah doing charity.
