I wonder if this is a self-inflating spiral because they refuse to hire the more qualified White men and pick unqualified non-Whites / "non-men", who abandon or get fired in very high numbers, so Google is always in the process of re-filling the same non-White quota positions.
More likely, the non-whites rise to management and then hire more of their countrymen. I know a guy that worked at Microsoft and that's what happened with the Indians they imported on visas to save on wages. Whites are the only ethnic group that don't unabashedly advance the interests of others that share their ethnicity.
I went back to visit that friend a couple of years ago, and the crowd in the mall we went to in Bellevue was all Indians and Chinese. Maybe one out of five people was white.
