But you're correct that clear military targets were totally ignored or Russia otherwise failed to attack them. I would again point to the Ukrainian air force, which totally escaped destruction early on even though Russia had the element of surprise and should have blasted every air base in Ukraine to rubble in the opening hours. It didn't happen. So then Ukraine dispersed its aircraft and hide them away so that when Russia did belatedly shoot cruise missiles at some air bases, they didn't hit any aircraft. By contrast, Ukraine successfully caught Russians stacking up planes in their forward air bases within artillery range more than once, and blew up a couple dozen of them.
There is no explanation for this that makes sense other than a mixture of arrogance and incompetence.

Never heard of it. Did this happen recently? I heard that some local commander fired on a civilian area early in the war, and he got criticized for it by the Ukrainian government, not sure if he was fired or what, but that was a long time ago now.

One of them for example destroyed an entire S-300 battalion worth of equipment (12 launchers parked next to each other outside) still in its base, others hit radars etc. Guys on the eastern frontline got hit super hard by artillery (but withstood, and have held on there for over half year since then in some still very same places).
