Religion doesn't define morality. At best religion elucidates innate morality. There are common moral themes across almost all societies regardless of religion: Don't kill, don't steal, don't in-fight, etc. That's because those amoral behaviors are destructive to a cohesive society.

I don't think it is possible to establish a solid moral foundation without a religious framework.
