The purpose of duck and cover drills wasn't for preparedness; it was to condition people to fear them ruskies. So while the response from people like us is, "great job kicking off the Fallout timeline, brandon" in general the desired response is "insane putler is going to nuke us because he's mad he blew up his own pipelines!"
