... and so the migrants literally become migratory, forever being shuttled to cities that are kind and welcoming to migrants - provided no migrants attempt to take them up on it - and those horrible, hostile, Republicans cities that keep saying they don't want more migrants being keep having them sent there by the kind welcoming cities anyway...
Well, when that one cunt in NY tried her plan of busing them to upstate small towns using this as an excuse to 'help spread government funds' instead of the truth of getting them out of her neighborhood, it was roundly shot down. They had to have an alternative, so came up with the brilliant idea of "Drive them to jobs in places that has no infrastructure to support them, let alone, the people who are suffering there." Because, of course, the first thing that's going to appear after a destructive force is food and jobs for foreign invaders.
Hmm, I just recently heard about a lawsuit the Uvalde parents are bringing against the state, essentially lining out them initiating the lockdown led to their kids being grouped up and placed in danger to be killed by the gunman.
Even though they are not US citizens, do you think the same argument could be made against NY for purposely busing illegal immigrants from a 'safe place' to a hurricane disaster zone?
The lawsuit would have no merit under the Uvalde style, but as a humanitarian lawsuit, it would. This is not only bad for the illegals, it harms the locals by stealing already strained resources. If someone did sue, they would do so as a human rights violation, and this would be a clear-cut win.
So long as the lawsuit is pursued in Florida or another red state, you cannot file suit in blue state courts especially DC unless you have 'the right opinions'

Could probably make a pretty hilarious movie about a scammy cruise-line service that does just that.
Sadly it would not be welcomed well in today's political climate. Not by any studios these days, none of the studio execs have any balls. Or brains.
