The first part applies to self induced abortions or abortions performed illegally.

The second part applies to any abortion where the fetus survives the abortion, and was previously protected by law as a person who could not be denied medical care.

This deletion would now deny babies surviving an abortion the right to medical care, and it would decriminalize letting them die unattended, regardless of viability.
