Bring back exile for felonies. Make a deal with some African country to buy our former American exiles. That will get rid of the problem ones. If I was king I would have taken over Somalia and used that as our dumping ground.

Welfare could be solved by simply not giving them welfare, which I assume would be an easier political feat than exile.
