See, I'm unsure if this is the DOJ just trying to drag out the case as long as they can on general principles, if it's to meet the specific target of not giving Trump a win right before the mid-terms or if they're so blinded by TDS that all they can think to do is to attack the orange man...
The case is doing everything they can, anything they can, to stop Orange Man. Orange Man BAD! This was one of the remotest things they could think of, every hail mary pass keeps being intercepted. They can't do anything legally because there is nothing to do. They hate him.
As for this ruling, it was a slap to the hand of the judge. The presiding judge gave him enough leeway and now he's done. This whole thing is over at this point, there's nothing to the case. Once it's reviewed, that's it, there will be no charges, no censure, no punishment. That's what this ruling means.
What this ruling means is that your tax dollars go to a payout to Trump, maybe, and then the DOJ tries to find another reason to despatch vanloads of armed men to Mar-a-Lago until somebody on the Trump team is unfortunate enough to present an excuse to get shot.
Just as you don't know that swatting someone will get them killed - but you know it's a possibility - so conducting armed raids.
I have less of a coordinated attack of all departments of "lets take Trump down for good" more the administration and alphabet agencies are actively trying.
The DOJ is split between blue die hards (mostly relegated to cities and DC) and everyone else hedging their bets on either upholding the constitution itself as they actually believe in it or just know it's best to be apolitical so you avoid getting hit by either side.

They will “investigate” Trump until the day he dies.
