I mean, that absolutely did seem to be the case at the time. Though it also did seem to be a desperation move to try and do something about the pandemic (and look good for the election in doing so).

And if they hadn't tried to force and mandate it down everyone's throats I think people should have had the right to try experimental bullshit like that if they wanted to risk it.
